There will always be opinions, both good and bad on how MagicSpam protection, rules and policies are used, and what the defaults should be. Different environments may have different needs. We try to find the perfect balance, and that is not always easy. Just remember that we have to satisfy millions of users.. not just one person.

Is there any way to block emails with an empty or invalid TO field?

Unfortunately there is not a method in MagicSpam for this yet.

While we have considered it in the past, and our PRO versions have several complementary SpamAssassin filtering rules that investigate this behavior for additive scoring, the sad reality is that a very high number of legitimate systems make use of 'undisclosed-recipients' as part of their standard practice - legitimate opt in mailing lists and the like.
