Block messages based on source IP Reputation (BMS™) Not turning on

Hi,
I have MagicSpamPlus.
When in Settings->Server Policies, I click advanced controls which shows BMS lists at the top. Turn status to on and click save.
Go back in and BMS is OFF.
How do I enable this feature. I'm getting many unwanted messages from IP's on several of the lists and I want them blocked.
