Server wide rules not respected in user cpanel

Hello,
We have an issue where we will change the server wide rules to disable Rule Name: valid_from_domain and we find that is still enabled in the MagicSpam plugin at the cPanel account level.
We need to disable this globally and ensure that it cannot be enabled by any user.
