MagicSpam provides a set of blocklists and a set of rules that can be used to prevent a great deal of spam. However, it does not do recipient-limiting.

Something you may want to consider is to require SMTP authentication and enforce secure password policies. That should prevent unauthorized users from sending, provides an easy way to account for who sent what, and the secure password policies help prevent compromised accounts that can be used to send out spam.
